The state’s Gross State Domestic Product (GSDP) at current prices is projected to increase from ₹5,67,880 crore in 2024-25 to ₹6,35,918 crore in 2025-26, reflecting a growth rate of 12%. The fiscal deficit has been pegged at 2.97%, within the 3% limit prescribed under the Fiscal Responsibility and Budget Management (FRBM) Act, demonstrating the state’s commitment to financial discipline.

The estimated revenue surplus for 2025-26 stands at ₹2,804 crore, compared to ₹1,060 crore in the previous year. Additionally, the per capita income for the state is expected to rise by 9.37%, reaching ₹1,62,870.


Major Infrastructure and Development Initiatives

The budget places a strong emphasis on rural development, especially in Maoist-affected areas. A substantial ₹4,000 crore has been allocated for capital expenditure, including roads, bridges, and schools, to enhance connectivity and public services.

To boost digital infrastructure, the Mukhyamantri Mobile Tower Scheme and Mukhyamantri Parivahan Yojana have been introduced to improve mobile and transport services in every village. Furthermore, digital payment systems will be promoted in all panchayats through UPI integration.

A significant portion of the capital expenditure, estimated at ₹26,341 crore, will be directed toward enhancing the state’s overall infrastructure. This represents 16% of the total budget and 4.14% of the GSDP, placing Chhattisgarh among the top-performing states in infrastructure spending.


Strengthening Security Measures and Law Enforcement

The government has proposed the establishment of a Special Operation Group (SOG), similar to the National Security Guard (NSG), to tackle high-risk criminals. Additionally, the State Industrial Security Force (SISF), modeled after the Central Industrial Security Force (CISF), will be set up to enhance security for industries and critical infrastructure.

To address security concerns in Maoist-affected areas, additional funds have been allocated for setting up new police establishments.

The Krishak Unnati Yojana has been allocated ₹10,000 crore to promote agricultural prosperity. To upgrade rural housing, ₹8,500 crore has been assigned to the Pradhan Mantri Awas Yojana (Gramin).

Women empowerment and food security programs also received significant funding, with ₹5,500 crore allocated for the Mahatari Vandan Yojana and ₹4,500 crore for the Mukhyamantri Khadyann Sahayata Yojana.

Additionally, ₹3,500 crore has been designated for free electricity to agricultural pumps of up to 5 horsepower, and ₹500 crore will be used to connect Particularly Vulnerable Tribal Groups (PVTG) habitations under the PM-JANMAN Sadak Nirman Yojana.
