The Jharkhand government has accelerated its efforts to secure nearly ₹6,500 crore in pending financial assistance from the Central Government under the Jal Jeevan Mission (JJM). The move is expected to boost rural drinking water projects and help expand tap water connectivity across villages.

Officials from the Department of Drinking Water and Sanitation (DWSD) are working on a priority basis to complete all technical and financial requirements, ensuring that the state becomes eligible for the release of the pending funds.

SNA Sparsh Portal Data Upload in Final Phase

A major part of the process involves uploading project-related information on the SNA Sparsh Portal, the digital platform used to monitor financial transactions under centrally sponsored schemes.

The department is uploading details of both ongoing and completed water supply projects where the state has already spent its share of funding. Along with project data, Utilization Certificates (UCs) and No Objection Certificates (NOCs) are also being submitted to comply with the Centre's funding requirements.

Officials believe that completing these formalities will eliminate procedural delays and speed up the release of the pending central assistance.

MoU with Centre Boosts Jal Jeevan Mission 2.0

The most recent developments come after the Government of India and the Government of Jharkhand signed a Memorandum of Understanding (MoU) on June 2 under the Jal Jeevan Mission 2.0.

Chief Minister Hemant Soren asked for the early release of outstanding funds for the fiscal years 2024–2025 and 2025–2026 during the high-level meeting in New Delhi. As long as the state complies with all technical and financial requirements outlined in the plan, the Center promised complete cooperation.

Why the Funds Are Yet to Be Released

According to the guidelines of the Ministry of Jal Shakti, states must first utilize their own matching grant before receiving the next installment from the Centre.

In addition, every project must be backed by verified financial records, utilization certificates, and other mandatory documents uploaded on the SNA Sparsh Portal. Jharkhand is currently completing these compliance requirements to qualify for fund disbursement.

Target: Tap Water for Every Rural Household by 2028

The Jharkhand government has set an ambitious goal of providing functional tap water connections to every rural household by December 2028.

Considering the state's difficult geographical terrain and scattered habitations, the Central Government has also approved an additional special allocation of ₹2,500 crore under Jal Jeevan Mission 2.0 to strengthen water infrastructure.

Once the pending funds are released, several ongoing rural drinking water projects are expected to gain momentum, improving access to safe and reliable drinking water across the state.

Minister Confirms Fast-Track Implementation

Drinking Water and Sanitation Minister Yogendra Prasad said that all formalities under Jal Jeevan Mission 2.0 are being completed on priority. He added that departmental officials have been instructed to finish data uploading, documentation, and verification work without delay so that the central assistance can be released at the earliest.

The minister emphasized that timely availability of funds will ensure uninterrupted execution of rural water supply schemes.
